One of the only ways to remove a tenet from a rent control building is by Non-payment of Rent or Habitual Late Payment of Rent. By not having a manager on site, we either had to take our chance with the mail or the "3rd Party" portal which was not reliable and not held accountable as it was run supposedly by a third party (and it had failed for both Anne and Karen and left them in stressful straits), or drive payment over the hill to the office on Venice and hand-deliver it to the desk.
By not having a manager on site, Power Property Management was making it very hard for us to pay the rent. Under the direction of Larry Gross with the Coalition for Economic Security, several of us file complaints with the LA Housing Dept citing reduction of service (On line complaint form here)

Lucky for us we live in a rent controlled building protected from greedy predators and ruthless management companies hired for the express purpose of harassing tenants and making their lives uncomfortable. But protections are in place to make sure that the services are not reduced, the lease terms are not changed, and the building is habitable.
